According to the Special Inspector General for Iraq Reconstruction (SIGIR) Quarterly and Semiannual Report to the United States Congress, Wamar International, Inc. was in the top 10 contractors awarded contracts that were funded mostly from the Iraq Relief and Reconstruction Fund (IRRF), the Economic Support Fund (ESF), and the Iraq Security Forces Fund (ISFF), for the reconstruction of Iraq.
SIGIR conducted an audit on 3 of the contracts that were awarded to Wamar: one Indefinite Delivery/Indefinite Quantity (IDIQ) for the provision of armored vehicles for US and Iraqi forces and the other two for Firm Fixed Price (FFP) contracts for the inspection and repair of turbine generators at power plants in Baghdad.
According to the SIGIR Report, ‘Wamar successfully completed the three contracts’. The Report stated that the two other contracts, audited by SIGIR, awarded to Wamar to inspect and repair six turbine generators were successful. The additional time and cost to complete the work on these two contracts was not attributable to Wamar. “Cost and schedule changes were due mainly to unanticipated repairs identified during the inspections and a fire at one of the generators…. These problems were out of the control of Wamar.”
Both the US Army Corp of Engineers and the Joint Contracting Command – Iraq/Afghanistan concurred with the SIBIR report.
